§ 20.43.090. Historic preservation commission duties and powers.

  • A.

    Designation. The commission shall have the power subject to Section 20.43.110 to recommend designation historic structures, sites and districts within the city limits. Such designations shall be made based upon the criteria set forth in Section 20.43.110A and B. Historic districts shall be approved by the common council. Once designated, such historic structures, sites and districts shall be subject to all the provisions of this ordinance.

    B.

    The commission may recommend the recision of a prior designation of a historic structure, historic site or historic district to the common council. The recision of a prior designation shall conform to the procedures outlined in Section 20.43.130 of this chapter.

    C.

    The commission shall review any proposal which may result in an alteration of a historic structure, historic site or improvement in a historic preservation district or the construction or relocation of a structure on a vacant site within the historic district. After review according to the procedures outlined in Section 20.43.170 of this chapter, the commission may grant or deny a certificate of appropriateness.

    D.

    The commission may prepare or cause to be prepared a set of architectural guidelines to facilitate the review of proposals received in accordance with subsection C of this section.

    E.

    The commission shall only consider the exterior features of improvements and shall not consider interior arrangements except those which affect the exterior appearance. Screening of improvements to block view from the public right-of-way shall not exempt such improvement s from the provisions of this chapter.

    F.

    The commission shall work for the continuing education of the citizens of the city about the historic heritage of the city and historic structures, historic sites and historic districts designated under the provisions of this chapter.

    G.

    The commission shall maintain a listing of designated historic structures, sites and districts and shall make copies available to the common council, state and federal review agencies and concerned residents. The commission may prepare or cause to be prepared or work with other organizations to prepare appropriate markers or signs to be placed upon historic structures, sites and historic districts.

    H.

    The commission shall cooperate with the state of Wisconsin preservation officer and the state historic preservation review board in attempting to include properties designated under this chapter as historic sits, historic structures or historic districts in the National Register of Historic Places and the State Register of Historic Places.

    I.

    As it deems advisable, the commission may receive and solicit revenue for the purpose of historic preservation in the city. Such revenue shall be placed in a special city fund for such purpose.
