§ 22.10.030. Streets.

  • A.

    General Considerations. Streets shall be designed and located in relation to existing and planned streets, safety, and in appropriate relation to the proposed uses of the land to be served by such streets. Standard detailed street designs, on file with the city engineer, must be utilized.

    1.

    All engineering services necessary for the installation of streets, curb, gutter, water, stormwater and sewer shall be provided by the developer.

    2.

    Existing alleys and streets, within a proposed subdivision, excluding highways, that do not meet these specifications as to width or construction shall be brought up to standards when development takes place within the proposed subdivision.

    3.

    All new streets shall have curb and gutter.

    a.

    Streets which serve developments of lots two acres or greater, may apply for exemption to the curb and gutter requirement. A standard section is on file with the city engineer.

    4.

    Width. All street rights-of-way shall be established at plat review with the following guidelines:

    a.

    Residential, limited connection streets: fifty foot minimum.

    b.

    Major streets, commercial: sixty-six foot minimum.

    B.

    Grades. The grade of streets shall not exceed eight percent, unless necessitated by topography and approved by the council. A minimum grade of one percent shall be maintained. Minimum cross slope of two percent shall be maintained.

    C.

    Sidewalks. Sidewalks shall be installed by the developer at the time that all other infrastructure is completed unless waived by the common council. Sidewalks shall be constructed in accordance with Chapter 15.12 of the Ripon Municipal Code.

    D.

    Intersections.

    1.

    Where streets intersect and cross major streets, their alignment shall be continuous and street jogs or off-center intersections shall be avoided.

    2.

    Streets shall intersect within fifteen degrees of perpendicular to the intersected street.

    3.

    Not more than two streets shall intersect at one point, unless approved by the council.

    E.

    Alignment and Visibility. There shall be a minimum sight distance with clear visibility along the centerline of all major streets of not less than two hundred feet.

    F.

    Dead-end Streets. Cul-de-sacs or streets designed to have one end permanently closed shall not exceed five hundred feet in length, and shall terminate with a turnaround of not less than ninety feet in diameter.

    G.

    Streets may be built in three phases.

    1.

    Phase 1 includes grading the street to its full width, graveling of the future street and seeding of the terraces. All terraces will be graded to accommodate a future sidewalk.

    2.

    Phase 2 street will provide for the construction of curb and gutter, any additional grading or graveling that will be necessary, and the placing of the base course (binder) of asphalt. This base course will come between one and two inches of the lip of the curb. Street lights, driveway aprons, and sidewalk at intersections may also be included in Phase 2 work.

    3.

    Phase 3 street includes the final course of asphalt and all other amenities necessary to provide for a complete street.

    H.

    The developer shall keep a working set of as-built drawings during construction. After construction is complete, a final set of as-built drawings, one set of reproducibles and one set of prints shall be furnished to the city.

    I.

    The developer shall coordinate the installation of other utilities, gas, telephone, electric, TV cable, to the extent that common trench installations may be used whenever possible. A preliminary plan shall be sent to each utility for their use in designing the plan for their buried facilities. Each utility shall submit a plan for installation of their utilities to the city for review and approval prior to beginning construction.

    1.

    No utility construction shall begin until all locations have been approved.

    2.

    As-built drawings shall be kept and a set of clean, legible as-builts shall be furnished to the city after construction.
